Q. We are an NGO looking for financing; can we apply for a grant within the EC grant schemes with you, or receive other financing from you?

Unfortunately, no. We are not a donor organization, but a training and consultancy project, and are not, therefore, entitled to offer any kind of grants to the NGOs. The 2006 EU grant scheme was managed by the EC delegation and we were not involved in the selection process. Our mandate and competences are limited by the ToR of the project and the EU rules and regulations. Neither are we entitled to make any kind of investment in the human resources of any of our beneficiaries, neither public authorities, nor civil society actors.

Q. We are an NGO, offering training to other NGOs. Can we conclude a service providing contract with you? Or, can our experts be hired to work for your project?

Yes. All our contractors are selected through a tendering procedure, according to the EU rules and regulation, and nobody is restricted from applying. The purpose of these procedures is to select the best candidate with the goal of offering the best service to the project beneficiaries. Similarly, all our local short-term experts are selected through a tendering procedure and have to meet the requirements, imposed by the EC rules and regulations. Specifically, they should not hold key positions in organizations, which are directly assisted by the project. 

Q. How are your training curriculums elaborated? Who decides what topics will be included in a training module?

A. Training and consultancy curriculums are elaborated according to a complex methodology, based on the training needs evaluation, and are not a matter of individual opinion and/or choice of experts, partners or beneficiaries. Our trainings are demand oriented, not providers oriented, and aim at addressing the needs of the social services providing NGOs. 

Q. Who is the projects main beneficiary?

A. The project has many stakeholders with different expectations and needs. Apart from the civil society actors, we also work with the Ministry of Social Protection, Family and Child. We equally respect and give equal consideration to all our partners and beneficiaries. We do not discriminate our stakeholders by place of residence, size and type of organization, form, date and place of registration, etc. The project aims at dialog and constructive partnerships and does not encourage competition and jealousy between its stakeholders.

Q. Who monitors the project and evaluates its results?

A. The project is monitored by the EC delegation monitors according to a standard procedure, reports to the EC delegation on all management aspects and is accountable to the EC delegation with regards to fully respecting its rules and regulations and achieving the results envisaged by its ToR.
